But sometimes, that is not the case.

This report shows how some people are cheating the system and purchasing documents online from "doctors," stating that their pets are actually "emotional support animals," which allows them to fly for free (or for a very nominal fee). Although some flight attendants and people who actually require guide dogs are annoyed by how easy it is to abuse the system (and how often it happens), no rules or regulations have been made to deter those trying to bring their pets on board. So if you're into cheating the system, take notes!
