Sadly, that means that this one ability determines whether or not he is viable. And currently, he is not. Although if you are able to use his turrets to their full advantage, as was the case in the video below, he can still be useful to your team.

The number one most unique ability in League of Legends has to go to Karma's level 1 "Ultimate". It was an interesting idea that Riot implemented, but it just isn't strong enough to rob Karma of that 4th ability. It's good to see that Riot is willing to go with nontraditional ideas, but they need to really go back and look at these concepts when they are under powered.
