To address Michigan's substitute teacher shortage, Gov. Whitmer has signed a bill that her administration says will help keep schools open and learning in person.
Substitute teacher shortages in Michigan were common even before the COVID-19 pandemic began, but now the shortages are reaching a breaking point in many districts.
The new bill would require animal owners to get approval at a health care provider in the state of Michigan and prove that the animal helps for a specific disability. Anyone who tries to cheat the system could be charged with a misdemeanor and face fines or jail time.
