Michigan off-road vehicle (ORV) operators must follow specific regulations related to licensing, safety equipment, and age restrictions when riding on public lands, state-designated trails, and permitted roads. Key requirements include obtaining an annual ORV license, wearing appropriate safety gear such as helmets, and following strict rules designed to protect young riders.

In Michigan, individuals with felony convictions can usually obtain a hunting license, but they are prohibited from possessing or using firearms for hunting until their rights are officially restored. Restoration of rights may occur automatically 3–5 years after completing all sentences, probation, and fines. During this time, hunting is generally limited to using a bow or crossbow.

According to MLive, a Michigan resident with a prior second-degree homicide conviction was under investigation by Michigan Department of Natural Resources law enforcement. Due to the man's criminal history he is not legally allowed to possess any firearms.

The DNR spotted the man riding an ORV on a public road without a helmet and pulled him over. He claimed he had shot a deer and that his firearm was back in the deer blind. After inspecting the deer, which appeared to have been shot with a gun, the DNR officers headed to the blind to retrieve the weapon. At that point, the suspect fled on the ORV.
