In a TikTok, you can see a woman driving down Hoyt Street when she questions why she sees a man wearing a life vest and holding a fishing role in the middle of the street.

From the conversation between the two, it seems like this is a regular thing.

The man in question's name is James Coffee.

You can hear James consistently saying that he can guarantee that there are fish in the potholes scattered around Hoyt Street.

If he doesn't find them on Hoyt, he will continue on to the next street.

"If I don't find anything in this pothole, onto the next pothole on the other street. Or to the next pothole on the other street, because I know for a fact there's some fish in one of these potholes - that's how deep they are."

You may be asking why he is wearing a life vest. Well, James explains it.

"You know the reason why I got this life vest on is because you know dang well that I can't swim. If I fall into one of these potholes, it's bye bye James. I'm trying to make a change out here and if I die today, no more James."
