Did they, like, just go home and smoke a joint and then came back later that night and said, like, "never mind, man, I'm cool with it now."?  It's probably more of a issue of the city not knowing how to exactly implement and regulate the new dispensaries in town.

The City Council met Tuesday morning and voted 5-2 to put a 6-month moratorium on the applications.  Then, during the City Council's evening meeting, they voted to overturn the moratorium 4-2.  So, what does this mean?

It means that the city of Grand Rapids is still slated to accept applications for Marijuana dispensaries starting on April 20th, 2020.  But, how long it takes for the applications to be processed and approved is yet to be determined.  It also means that the 14 current medical marijuana applications can proceed with the approval process.
