Basically, it states that our brains have the ability to process faces, even if something is a little off about it.

This video from Great Britain's The Open University via Gizmodo is a good demonstration of the Thatcher Effect, and it's also creepy at the same time.

Watch as this guy's eyes and mouth are flipped around, yet his face is still recognizable.
